How does he think this works?

Earlier today Marco Rubio said “We’re not going to fix America with senators and congressmen.”

Unless I’m mistaken, that’s exactly how the Founding Fathers envisioned America working: its citizens’ elected representatives would meet regularly, recognize national difficulties and work together to fix them.

In that sentence in the video he says it’s the President who sets the national agenda. Well, maybe, although he should have observed something about the McConnell-Boehner duo and how they worked during his five years in the Senate. He should also have observed how external events in the rest of the world have a tendency to overtake any domestic agenda a U.S. President might have. I do wonder who he thinks writes the actual legislation: he’s on record as sponsoring or co-sponsoring a lot of bills, but the record seems to show that he’s gotten just one of them all the way through, passed and signed.
